The report begins with a comprehensive description of how emergent patterns in urbanisation in and around Chennai affect hydrology in the area. Rapid expansion of built-up area to meet housing, commercial, and industrial development pressures over the last few decades has meant that many of Chennai's more flood-prone areas are now in everyday use. Our hope is that the study will inform urban infrastructure planning as well as targeted interventions in improving the business context to allow smaller firms to not only start up and grow in normal times, but also survive and even thrive after severe shocks.
